He kept visiting the site every couple of weeks to check how things were progressing.He was due to move into the Newcastle Upon Tyne property in June. But by May it was still missing a roof. When he raised this with Persimmon they checked the paperwork and thats when he learnt it wasnt going to be ready until July. In fact, Persimmon gave Martin five moving in dates before they finally picked up the keys. Because of the confusion this cost Martyn and his family a great deal. They were renting out their flat and had tenants lined up to take over when they moved out. But with all the delays they had to tell the prospective tenants that they couldnt move in. This cost them the offer and they lost money because they werent getting any rental income from that flat. Martyn experienced problems before moving in, but Holly Large found that problems started to arise after moving into her Persimmon home questioning Persimmons promises of quality and attention to detail. Holly bought her Persimmon home in Selby, Yorkshire. Since she moved in three months ago shes had number of issues, from a jammed door, wobbly unsafe electrical wall sockets, unsealed loose doors to a bannister that was hanging off and only held on by two pins. Persimmons make another pledge to buyers like Holly - Less stress, expert guidance and no nonsense help and advice. So, whatever the problem youre having with your new home, this builder promises dedicated experts - just a phone call away. They claim they respond to complaints within a month but despite Holly contacting them around every other week since she moved in, everything still wasnt resolved And the faults that they did fix still left a long list of faults to be repaired. Its expected that developers new houses will have minor problems at the outset, but as David Lewis found, such problems can be encountered even once youve settled into a Persimmon home-build. David Lewis moved into his home in 2010 after three months of living there he saw things werent quite right looking at the walls they were bowing quite prominently. The staircase had a big bulge through the middle of the wall and running down the wall. Then he noticed that it was the same over other walls. Later investigations revealed that the propertys timber frame was left unprotected from winter weather during construction. Some parts were damp causing the walls to warp and remedial action was required. When Persimmon finally agreed to do the work David had to move out for a whole three months and they had to find their own accommodation because Persimmon werent forthcoming. Over the last year, Watchdog has had scores of complaints from Persimmon customers. And while they may not be as serious as Davids they do call some of the companys marketing promises into question. Persimmon Homes was in touch with Mr Dade-Robertson at each stage of the reservation process and despite contracts not being exchanged in accordance within the agreed timescales, Persimmon committed to build the property, but http://lucien13276.postbit.com/ this could not be completed until Mr Dade-Robertson confirmed his colour choices and sales extras. As a result of the delay, Mr Dade-Robertson was advised of a revised completion date of July 2012, in May 2012. As a gesture of goodwill, and despite the delay in exchange of contracts, Persimmon agreed to would reimburse Mr Dade-Robertson for the mortgage valuation fee that was due for extending the mortgage to the end of July 2012. In respect of Mr Dade-Robertsons request for compensation for the delay to completion, a conversation was held between Persimmon Homes and Mr Dade-Robertson to advise that an agreement to compensate their loss had already been made in the form of the mortgage valuation fee. No further communication has been received from Mr Dade-Robertson regarding compensation since this time. Holly Large We acknowledge the problems experienced by Ms Large and believe we have now addressed all the issues highlighted by Watchdog, relating to the front door, TV and telephone points and bannister. It was unfortunate and unusual that the locking mechanism on the front door failed. The Persimmon on-site team responded quickly to ensure Ms Large could access her property and then replaced her front door within 24 hours. We have provided a two year warranty on the rectification works and are happy to address any remaining issues, in order that they can be resolved as swiftly as possible. The story behind Bengali cuisines journey to Britain is a complex one. Its a story thats often told, but rarely understood. As great, great grandchildren of the Empire, it can be hard for British people to truly understand the sacrifices made by Bengali migrants in the 1960s and 1970s. Many left their homes and their families behind, in order to travel alone to an alien continent, where Eastern faces were few and racial violence was common. Driven by the dream of a new life in a prosperous land, thousands of Bangladeshis settled in Britain, taking jobs in restaurants and cafes to support themselves. And thus, the story of Bangladeshi cuisine in Britain was born. But where did the original Bengali migrants come from and why? And how did the culinary love of a hundred Bengalis turn into the 8.6 million pound industry we see today? As with all culinary tales, the answer lies with the sea. Throughout the 17th century, the British East India Trading Company operated from a thriving sea-town in the west of India, called Surat. They ferried substantial quantities of Indian spices back to Britain, often employing Indian sailors or lascars as deckhands during these voyages. Over the years, hundreds of Indian sailors jumped ship or were simply dumped at major English ports, like Cardiff and London. Many of these men were from the Sylhet region of India, an area thrown into political and geographical turmoil in 1971, when it split from its neighbour, Pakistan. The Bangladesh-Pakistan split acted as a springboard for Bengali migration to Britain. Where Indian migrants had once dominated the small, but rapidly expanding UK curry industry, Bangladeshis now began to gain a significant foothold. Glad to have escaped the conflict in their homeland, they sought employment in the service industry, taking jobs as chefs and restaurateurs in Indian establishments. Their hard work, dedication and love for authentic Bengali cuisine was infectious and it soon began to pique the interest of diners in Britain. After the war, Britains major cities were peppered with bombed-out chippies and cafes. Seeing a wealth of opportunity in these abandoned buildings, enterprising Bangladeshis bought them for next to nothing and turned them into late-night curry houses. These establishments were an amazing success. They stayed open well into the night, so as soon as the pubs closed they were frequented by hundreds of hungry drinkers. And that is how the post-pint curry came about, a tradition now so British its hard to imagine a time when it didnt exist. Though the first Bangladeshi cafes and curry houses were designed to provide a home from home for fellow migrants, Bengali cooks soon realised that there was a lot of money to be made from British diners looking for a culinary thrill. They began to adapt their recipes to fit the British palate, often creating brand new dishes in the process. It is thought that this is how the classic chicken tikka masala recipe may have originated, at the hands of an Indian or Bengali cook, experimenting in a British kitchen. This willingness to adapt resulted in Bangladeshi chefs being in very high demand throughout the 1970s and 1980s. The Builders of the Curry Industry As Britains love for curry grew, so too did the financial and economic awareness of its vendors. In 1960, the Bangladeshi Caterers Association (BCA) was established to represent and protect the interests of Bengali restaurant owners in the UK. The organisation recognised the fact that Bangladeshi migrants, both new and naturalised, needed a system of support that could help them balance a love for authenticity, with the desire to run a successful British business. The BCA gave them that support by tirelessly campaigning and promoting the importance of Bangladeshi cuisine in the UK. Though it started out with just a few hundred members, the BCA now represents over 12,000 Bengali eateries. It plays an active role in the social and political life of Bangladesh itself, regularly donating money to victims of poverty and natural disaster. The organisation even holds an annual awards ceremony in central London, an event which is attended by some of the most powerful ministers and MPs in Britain. Today, Bangladeshi restaurants can be found in almost every major UK town or city. However, there is only one place in the country that British-Bengalis refer to as Banglatown and that place is Brick Lane. Situated in East London, between Bethnal Green and Whitechapel High Street, Brick Lane has become a new home-from-home for many Bangladeshi migrants and their families. Ever since the immigration reform of the 80s, the only legal requirement we as employers have is to fill out what's called an I-9 Employment Verification Form, which includes a Social Security number and a photo identification. Until changes to Texas law a few years ago, a driver's license did the trick. Everyone in our industry who followed the letter of the law never anticipated that these workers might not be authorized. It wasn't until 2008, when the Department of Homeland Security started offering e-verification, that employers even had a way to check. When President George W. Bush was in office, Homeland Security conducted a few well-placed raids to get the attention of employers and garner support for an immigration bill that never happened. Under President Barck Obama , the tactics changed, and DHS started the practice of I-9 audits. Employees without proper documentation are expected to be terminated. Let's be clear: The government only demands that these workers be fired; they are not deported. That's even though DHS knows these workers are not eligible to be in the United States. Kicked out of their jobs but not the country, those workers have found their way into the cash economy, working as subcontractors and avoiding payroll taxes, overtime pay, safety training and accident insurance. Thousands of companies across the country have undergone such audits, but the construction industry has seen the worst of it. The new norm in our industry is to avoid the risk of I-9 audits and limit hourly payrolls that require documentation by hiring a subcontractor or labor broker who supposedly pays the men and follows the laws. Typically, the latter does not happen but because auditors investigate payrolls instead of payables, which is where the brokers hide their crews, it's rarely caught. In our industry's new normal, the responsibility of taxes, accident insurance, overtime and safety training is pushed "down the line." This practice is ripe for those who are willing to exploit the undocumented because enforcement by governmental agencies typically stops with the subcontractor of record. The pack contains all the information and forms you'll need to start working as a CIS contractor. Top Checking subcontractors' employment status and verifying them Before you can pay an individual for work they do under CIS, you'll need to confirm they're properly self-employed and not an employee. You may also need to verify them with HMRC. Checking employment status CIS only covers self-employed workers - it doesn't cover employees. So before you pay an individual under CIS you'll need to make sure you haven't engaged them under a 'contract of employment'. Employment status is covered by general law and depends on the terms of your agreement with the worker. Are your workers employed or self-employed - advice for contractors (PDF 61K) Verifying subcontractors You may need to 'verify' a subcontractor with HMRC before you first pay them. Generally, if you haven't previously engaged the subcontractor or paid them in the recent past, then you'll need to verify them before you pay them. Depending on the system you use for CIS, you can verify a subcontractor by: calling HMRC's CIS Helpline (follow the link below) using HMRC's CIS Online service using suitable commercial CIS software using Electronic Data Interchange (EDI) You can access the CIS Online service through HMRC's website. You'll need to register for CIS Online for contractors if you haven't already. Third party CIS software is an alternative to HMRC's free online service. HMRC check CIS software to ensure it can work with their own systems. HMRC lists the ones that can on their website. EDI is suitable for large contractors who need to verify a lot of subcontractors each month. You'll need to register to use EDI if you haven't already. However you verify your subcontractors, you'll need to have certain details about them - and about your own business - to hand. Paying subcontractors and making deductions under CIS When HMRC verify your subcontractor they will tell you how to pay them. This could be: gross - with no deductions taken off their payment net of a deduction at the standard rate - 20 per cent net of a deduction at the higher rate - 30 per cent HMRC will tell you to pay a subcontractor gross if they're registered with them to get gross payments. If the subcontractor's not registered for gross payments, HMRC will tell you to make a deduction from their payment at the standard rate as long as they can verify them. If HMRC cant match the details you gave them with their own records, they will give you a special verification reference and tell you to make a deduction at the higher rate. Making a deduction If HMRC tell you to make a deduction before you pay a subcontractor you'll need to work out how much to deduct. Some are challenged due to having never worked in any construction specialty before. Others may be challenged in the U.S. or Canada due to their inability to speak English. Still, a growing number of potential labors appear to lack a desire to learn. Whatever the source for the new employees flavor of challenge, contractors must do all they can do to provide every new employee training, or they risk seeing their quality plummet, safety take a nose dive and profitability drop to new lows. So, whats a contractor to do? 1. Create strong visuals for learning. Take good pictures and videos of your workers performing work processes. Also, create videos of each of the hand tools and equipment your company uses and how to properly use them. Review these pictures and videos with new workers to ensure they are seeing things the way you want them to. 2. Incorporate hands-on learning. Putting a picture into a laborers head is a great beginning. The real secret, however, is getting the employees hands actually working the tool or equipment or following the correct work process. Most of our construction workers today are hands-on learners so it will be wise for you to create a demonstration area at your office or yard. Have your new workers demonstrate their techniques under the careful eyes of those craftsmen who know your companys preferred techniques and standard operating procedures. 3. Provide personal coaching. You may want to pair your construction challenged worker with one of your better skilled workers for the first 30 days. Time spent this way early will gain you a more profitable return later. 4. Turn new workers into trainers ASAP. Sounds crazy, doesnt it? Not really if you think about it. Most of us dont perfect our efforts until we are pressured to teach someone else. Then, all of that learning and experimenting must be brought to a final closure as we are counted on to help someone else along. 5. Be patient, listen and answer questions repeatedly. No secret here, but it takes great patience with the construction challenged worker. Learn to count to 10 or to chew a straw when training; remember, you will not win over a new employee or encourage him or her to improve if you are constantly yelling, swearing at them or taking over their efforts. Most new workers just have not had any familiarity with thinking mechanically, much less working that way. Build these five tips into your training efforts and you will produce better workers faster. It might take hard work and consistency, but your companys future success depends on it! If you see a board, its a sign that at the very least this is a builder proud of their job and looking for more. Also, make sure that when youre the person with the builder on site, they put up their own boards. By associating their business with the success of your project, they are displaying confidence that things will turn out correctly no one wants to be associated with a stagnating site. Talk to Inspectors Ignore their undeserved reputation for officiousness local authority building inspectors are a much under-utilised resource for helping local people taking on building projects. They are ultimately tasked with ensuring that new buildings in their area get built to the best possible standard, and to that end many are happy to engage in informal advice very early on in the project much sooner than their first site inspection visit. Although some inspectors are unwilling to do anything off the record, the majority now are progressive enough to help out self-builders and renovators looking for builders by giving hints, nods and winks as to local builders they have known well for many years. Understand that these arent recommendations as much as informal guidance no building inspector would ever guarantee a trouble-free project. The same goes for your warranty inspector, who again is local-savvy enough to have worked with the builders you should be finding. Trade Associations Trade associations are not compulsory for builders and as a result they tend to need to compete for membership (they are, after all, commercial bodies in their own way). The best known of the building trade associations is the Federation of Master Builders (FMB). It costs new builders 370 for a basic annual membership or 640 for the premium membership that includes a listing on the TrustMark register. While the FMB does carry out reference checks on its new members, it does admit that it doesnt carry out physical checks on the quality of new members work, according to a 2007 Guardian report. What appears obvious is that, as you would expect from a commercial company, the FMB is trying to find a balance between funding its very existence and providing a useful, genuine service to the public. Its also clear that, again, FMB membership or to any other trade body is far from a guarantee of a trouble-free builder experience. It is, however, a better source of names than simply looking through the Yellow Pages. Get Recommendations Neighbours, friends and family are a great source of names for reliable builders in your local area. Nothing beats the recommendation of someone you know or, failing that, someone you dont know but has had work done that you like the look of. Chances are that there is a home in your immediate vicinity that has had work carried out recently that you admire almost everyone who has lived through a major construction project will be only too happy to spend five minutes on their doorstep discussing their builders and project with you, particularly if you can spare a few polite compliments. Trustmark "If you want a good job done, dont leave it to luck trust the TrustMark! Its a sign that youve chosen a firm you can trust." Big claims both made by the Government-backed trade approval body TrustMark , which is effectively an umbrella organisation under which some 30 schemes operate (including the Federation of Master Builders , the National Federation of Roofing Contractors and the electric trade body NICEIC ). Any firm that you find by using its searchable database at trustmark.org.uk has, it is claimed, had its work and financial status regularly checked. It also offers a range of other benefits including optional extra insurance and a user-friendly complaints procedure. Although TrustMark is a very good source of names of builders, it is far from a guarantee that things will run entirely smoothly. TrustMark does indeed check the financial status of building firms on its site but its small print reveals that these checks are actually carried out by its roster of approved scheme operators and may not necessarily be up to date, for instance. TrustMark also relies very much on the checks being carried out by the trade bodies themselves and there is anecdotal evidence around of homeowners who have relied on the TrustMark logo as a guarantee of success only to become mired in dispute. The key for self-builders and renovators is to be realistic in your expectations when dealing with TrustMark. It provides a starting point source of builders names who are more likely to be reliable, but in no way should it be seen to replace the usual checks that should always be carried out. Builder Websites There are two market-leading websites that currently offer a searchable database of builders that come complete with the number-one most important part of the builder-search criteria of all the recommendation. The concept relies on homeowners giving feedback about their builder once the work has been completed and, the better the feedback, the higher up the local rankings they go. Mybuilder.com , partly owned by Travis Perkins, was set up by London-based American stonemason Ryan Notz and is effectively a reverse auction site homeowners post details of the project requirements and builders compete for the job. Builders have to be fully registered and homeowners can see their feedback the site claims to have details of over 37,000 builders. Mybuilder.com is funded by charging builders a fee when they get a job. RatedPeople.com operates the same model. Again, both are very useful starting points but far from an absolute guarantee of finding reliable builders. Other Tradesmen Tap into the local tradesman community and youll quickly be able to find out the main names who command local respect (and the ones with a less than golden reputation). Most tradesmen get used to seeing the same familiar names around the sites they are working on and often have preferences for who they like to work with and who they see as a good source of work. If you can engage with one of them, you can open up into the whole network of local, reliable names. Avoid Low Prices A high price is not necessarily a sign of quality in a building firm but, more than that, it is important to resist the obvious temptations of a low price. If one firm comes back with a quote for your work which is significantly lower than the other tender prices, you need to be suspicious. It may just be that the other quotes are excessively high and the one firm is simply good value, but more likely the one firm is putting in a speculative bid to try and get the work and aims to make more profit on the project by, for instance, cutting corners or introducing a range of extra charges as work progresses. Either that or, as they begin to find the work hopelessly unprofitable and end up making a loss on it, they simply pack up and walk off to more lucrative pastures. Chase up References Whichever way you find your builder, make sure you get references from them for previous work they have carried out. You should ask to see a couple of major projects they have completed and see them, preferably in their absence, in person to talk to the owners.

Life cycle costing- Analysing the costs of a particular user requirement; this includes the initial capital cost, maintenance cost and replacement or renewal. These factors must be considered at the development stage to ensure the client is achieving the best value for money through the whole life cycle of the building. Bills of quantities- Full "take off" and measure if produced from the architect's drawings to itemise materials, plant and labour costs for each area of the build. The bill of quantities is then sent out to the shortlisted contractors in order to provide a pricing platform which is easy to analyse once the tenders have been returned. (Please see example bill of quantities ) Advise on other costs- Project costs will include professional fees, survey fees, design fees, furniture, fittings and equipment. It is essential to look at all these costs in order to achieve a true development cost and identify any financial pitfalls at the early stages of planning. Cash flow projections- Initial cash flow projections can be established in order to gauge monthly expenditure throughout the project. This gives the customer an idea of projected payments and allows them to organise finances prior to the project starting. Cost control during construction- It is essential to keep to the original cost plan and monitor costs during the construction process. All projects have changes which incur extra cost, project variations are monitored at a pre-agreed schedule (weekly, fortnightly or monthly) and reports are produced to keep the client continuously updated. Cost overruns will be managed and necessary cost reductions will be put in place in accordance with the clients requirements. Monthly valuations- Monitoring construction progress in order to make stage payments to the contractor. Work on site is measured which includes material, labour and plant in order to establish the actual value of work which is due for payment. Final account settlement- Negotiate payments with the contractor and sign-off works successfully completed. The whole process is designed to reduce hassle and aggravation and ensure successful completion of the project with no nasty surprises. All of a sudden every bugger seems to be using Yodel - Yodel like to come at completely random times, and not do anything remotely sensible when I'm at work like leave the sodding thing with a neighbour (most other couriers do). One day I was in all day bar going out for about 15 minutes and the buggers came right then. After 3 goes they give up and suggestmight like to do a 50 mile round trip to Maidstone and collect it in person (erm, no I don't think so!). I have a package stuck at Maidstone and nearly missed another delivery 3 weeks back - I'm checking out on uk.l.m if this scenario allows for raising a credit card dispute (should talking to the sender fail). But it occurs to me that we as a country are degenerating into a shambolic mishmash of random courier companies who don't like communicating with customers (I had to use the "Book a collection" option to even get a human, yay to me...) and like having sparse depots. It's not even like I am in the Brecons or the Shetland Isles... Sunny Sussex, near to two main towns (Hastings and Tunbridge Wells, either of which would be acceptible to drive to) Has no one thought it might be a good idea to run a national registrar of delivery preferences so you could sign up once and say "Yes, leave it with a neighbour" or "Hide it in the porch" or "Leave it with a local collection place". I get the feeling this is something that is not going to happen unless the government mandates it. Sellers will choose the cheapest crappiest courier until they get enough "no delivery" disputes to re-evaulate. This is the one problem Royal Mail solves very well - they know their customers better and they have a good distrubution of collection offices - why do we have to have all these other sodding outfits doing domestic deliveries? Our sorting/delivery office is effectively the post office over the road (we live in a village of about a 1000 odd properties). so non delivered Royal Mail stuff goes back there. And since they converted it to one of these counters attached to the main shop counter, and the same staff do both, it means that when ever the shop is open the post office is as well :-)- currently 6am to 10pm. Parcelforce how ever, don't use them anymore, cos not so much secure storage for parcels. So it goes to nearest suitable PO which is 6 miles away. fortunately, we are around quite a bit in the day, so can arrange for redelivery easily enough, and PF pretty much always come here early on. Thomas Graham/Arup Britains builders are being urged to get into shape in a new health push today as Public Health Minister Jane Ellison launches the Responsibility Deal Construction Pledge with Britains favourite builder Tommy Walsh. The image of the bottom baring, overweight builder is being replaced by workers who are hands-on well-oiled machines who operate building sites up and continue down the country. To build on this, todays new pledge outlines how the construction industry will further help its workforce to lead healthier lives. There is a range of actions that firms can take such as regular health checks, stop-smoking clubs and healthier staff canteens. Public Health Minister Jane Ellison said: The construction industry is a vital part of the UK economy and it is important we do all that we can to sustain a healthy workforce. Builders often work in difficult and demanding environments and we must support them to ensure their health is not put at risk. Its great that so many firms are making the health of their staff a priority on their sites. Almost two million working days were lost due to sickness on construction sites across Britain last year so the industry has come together with the Department of Health to tackle the issue head on. 34 companies, including 11 small firms, have already signed up to encourage their staff to adopt healthier lifestyles and have promised to improve the way in which they take care of the health and wellbeing of their workers. George Osborne, the UK Chancellor of the Exchequer, and Londons mayor Boris Johnson are using visits to Beijing to say just how welcoming the UK is likely to be. Its a triumph of openness, and provided the UK chooses its partners carefully and the Chinese are tactful, both sides will benefit. Simpler visa rules, and Chinese funding for landmark building projects, are easy to like. Overall Chinese tourist spending, according to Barclays, grew an annual 22 percent in the second quarter of 2013. Meanwhile, property developers are putting their ambition, and their access to credit, behind redevelopment of Royal Albert Dock and the Crystal Palace in London and the Manchester Airport complex. It is hard to see how these initiatives pose threats to sovereignty, or security. They will help Britain fund its trade and budget deficits, however, and may lead to more useful investments, say in high-speed rail. Banks are more contentious. Chinas lenders want to set up branches rather than the subsidiaries most of them run today. This would let them take their parent banks capital into account. In return, the UK may win a bigger role trading Chinas currency. London may get more finance jobs. Yet questions remain about how Chinese banks would behave in a crisis. State lenders and regulators answer to the ruling Communist Party. In the pecking order, foreigners come close to the bottom. China is unlikely to reciprocate on pure banking activity. Foreign banks have just 2 percent market share in China by assets. As with coveted sectors such as cars and pharmaceuticals, banking in China is still restricted. But precise reciprocity is less important than net financial advantage. Britain needs investment. In principle and in practice, openness is the way forward. "There's lots of evidence to suggest we're not doing enough to train construction workers in skilled trades in British Columbia, and if even half these projects come through we're going to have a crisis unless we start now to deal with the problem," said Jim Sinclair, president of the BC Federation of Labour. Bond said the program is critical in helping B.C. address the impending labour shortage and offers an accelerated pathway to permanent residence for eligible skilled foreign workers, international graduates, and qualified entrepreneurs and their family members who intend to settle in B.C. The trip won't be the first for the association, which made its first visit in March 2012. Fulton said the association learned the Irish apprenticeship system was one of the best, and skilled trades people would be able to transition to Canada and earn their Red Seal, an interprovincial standard of excellence in the trades. But the province's labour leaders aren't as excited as Fulton about the expo. He said skilled, unionized workers are available, but some companies don't want to hire union workers, so they turn to other sources. When he left, out of his group of 20 friends who worked in the trades, only two had jobs, so some came to Canada and others left for Australia. "Back home a trade, when I was younger, was a first option, and here it seems it's the last option, for young guys, in my trade. I can only speak for my trade," he said. He said he likes the Canadians he works with and said they're good at what they do but construction in B.C. is seen as being at the "bottom of the barrel in line of careers," noting there's more emphasis on going to university or college. The second stream gives students already working in the industry an opportunity to take courses that will help them earn their apprenticeship. Dangerfield said the foundations stream at BCIT is full and needs more funding from the government if it is to expand. When students graduate, he said, they face another problem: not enough companies are offering apprenticeships. Fulton said she believes the Irish are part of the solution. Irish coming to Canada as permanent residents, she said, can earn their Red Seal, and then as journeymen train apprentices. But O'Sullivan said the immigration process isn't easy. He said he's applied many times to become a permanent resident but has been rejected. In one instance, O'Sullivan said he was told he was too qualified as a carpenter to immigrate because only two years, not an apprenticeship, was required. Not everybody agrees with the recruitment drive, especially the province's labour leaders who argue employers can find skilled, unionized Canadian workers to fill immediate, vacant positions. Yet, a consensus is developing that there will be a shortage of skilled workers in the coming decade, as proponents of the liquefied natural-gas industry, hydro-electric projects and oil and gas pipelines push their proposals forward. "There's lots of evidence to suggest we're not doing enough to train construction workers in skilled trades in British Columbia, and if even half these projects come through we're going to have a crisis unless we start now to deal with the problem," said Jim Sinclair, president of the BC Federation of Labour. The provincial government's own statistics indicate there will be more than one-million job openings over the next decade, and more than 153,000 of those will be among trades, transport, equipment operators and related occupations. Retirements will be responsible for two-thirds of the vacancies, and new economic growth will be behind the remaining third, states the British Columbia Labour Market Outlook 2010-2020. In the B.C. construction industry, about 30,500 jobs were expected to go unfilled by 2012, according to the association's own statistics. The Associated Builders and Contractors of Alabama commissioned the first detailed look at the economic impact of the construction industry on the state. The findings by Dr. Keivan Deravi, economics professor at Auburn University at Montgomery , were surprising to ABC Alabama officials. Consider: The total economic impact of the commercial construction industry in the state is more than $9.6 billion. The economic output payroll and non-payroll expenditures of construction is more than $9.3 billion, making it the largest industry in the state, accounting for 41 percent of all output in Alabama. By comparison, all of manufacturing accounts for 19 percent of output and the services industry accounts for 16 percent. Construction accounts for 150,000 jobs in the state, 116,644 of which are direct jobs. Commercial construction alone accounts for 61,858 direct jobs in the state. The construction industry is responsible for 56 percent of all of the states jobs. Construction in Alabama has an annual payroll of $7 billion. Alabamas construction industry has a direct impact of $402 million on the states Education Trust Fund. Construction in Alabama contributes $140 million in sales taxes, $19 million in use taxes, $27.4 million in utility taxes, and $216.7 million in individual and corporate income taxes each year. It was shocking to even us, Geoff Golden, chief executive of Birminghams Golden Construction and the chairman of ABC Alabama when the study was commissioned and completed. We have thought all along we were a major industry in the state, but when we saw the actual numbers, it blew us away. In an interview, Deravi said other measures of the construction industry have not included the entire industry, focusing only on contractors. When you ask, What is the construction industry? the answer is beyond the contractors and subcontractors, he said. Deravi said the industries tied to construction are obvious, such as architecture and engineering, but others may not be so obvious, such as concrete, paper, pulp, lumber and wood industries or even carpet or flooring. As a general contractor, you know so many other industries are touched and involved in our projects, but weve never seen it shown like this. Hightower said the industry has always had good support from the Alabama Legislature . However, being able to show how vital the industry is with the state could help ABC Alabama in its lobbying efforts, he said. Weve got good legislators on both sides of the aisle, he said. I think it just confirms what we knew: That were a major factor in the states economy. We just want everyone to recognize that and if legislation hurts us, it hurts the whole state. Weve got to keep beating the drum. As big as that drum is, Golden said it is probably even bigger. There were those who were concerned about doing the study now because the economy and our industry have not fully recovered, he said. This economic impact study was done in a down year. Imagine what the impact is in one of our peak years. Golden said he is glad he pushed for the study. The bottom line is the construction industry is very, very important to the state of Alabama from a tax base and an employment base standpoint, he said. This industry affects a lot of people in our state. Reed said the initial economic impact study only focused on the work the firms do within the state of Alabama. Most companies do work outside of the state and some even do projects in other countries. That exporting of construction will be captured in a future study to better show the industrys impact, he said. Deravi said that will require detailed, individual surveys of firms to determine the business done outside of Alabama. We just focused on what took place inside the four walls of Alabama, Deravi said.

Frederick Taylors aim was to increase productivity, and he did in some situations, but the rigid and authoritative management style that resulted did little for customers and created resentment in the workers. Henry Ford used Taylors concepts and actually lowered costs while increasing wages substantially. However, Fords approach lacked flexibility as demonstrated by his infamous comment, Any customer can have a car painted any colour that he wants so long as it is black. The design community supported this concept because it conveniently represents the business model they preferred. Design professionals may very well have believed that if they could control the design and construction process, the owner would get a better product, especially since Taylor provided the theory to support their position. However, the design communitys desire to isolate themselves from the risks of construction also clearly played a major a role in the development of the DBB delivery method. Separating design professionals from the construction activities was not a serious problem while buildings were relatively simple. However, after World War II, the technical changes began to create more demanding systems, such as air conditioning, elevators, and curtain walls. This required architects and engineers to coordinate their efforts with the construction team. This resulted in the development of a variety of new delivery methods to address this problem, the first of which was construction management. More recent collaborative delivery methods include design-build and integrated project delivery. The Flawed Assumptions As John Kenneth Galbraith pointed when he coined the expression conventional wisdom is that its not always correct. Lets examine some of the flaws with the myth. Taylors approach focused on maximizing the performance of each task, but that introduced suboptimization. However, in the 1950s Edwards Deming began arguing that suboptimization didnt necessarily improve productivity and lower costs. Deming explained that if you wanted better results, you had work on the entire process as a system, which requires collaboration among all parties. The DBB delivery method attempted to lower costs by getting the lowest price from each project entity, whether a contractor, subcontractor, vendor, or designer. Unfortunately this has resulted in higher project costs. Despite Demings success in changing other industries, he has had little effect on the construction industry, which helps explain AIAs report that the construction industry is the only significant industry that hasnt increased productivity since the 1960s. In fact, the U.S. Department of Labor indicates it has actually declined. Poor productivity has been examined by many international studies, including the following:4 1995 USA Construction and Building Subcommittee Report 1995 OASIG UK Study 1999 Singapore Construction 21 Report 2001 Australian Build and Construction Industries Supply Chain Project 2002 Canadian Construction Research Board Report The conclusion from all the studies was that the primary reason for poor productivity in the construction industry was a result of its failure to effectively manage its supply chain. In essence, the industrys silo approach created by the DBB delivery method creates suboptimization and minimizes collaboration. In reality its impossible for the designers to completely design and coordinate a project when they dont know who will be building the project, what equipment they will be using, or how they propose to perform the construction. This coordination requires a team approach. If the design team were to specify all equipment, then it would have a proprietary specification, which would drastically reduce competitionthe exact opposite of the goal of the DBB delivery method. Another misconception is that the DBB delivery method is transparent. Actually there is more information hidden from exposure than exposed, as is explained in The Garrison Report 2013-8, Owners Want and Deserve Transparency . This report is certainly not meant to be an indictment of design professionals. Most are trying to do a great job for their clients, just as most contractors are trying to do the same. The DBB delivery method was developed in a different time and might have worked when projects were simpler, but today it doesnt work, as project results indicate. Todays complex projects require a collaborative construction delivery method such as design-build or integrated project delivery. Without collaboration, its like trying to navigate in a dense fog and not knowing what others are doing or need. This creates frustration. Most people in the industry are trying to do the best they can, but the conditions severely handicap them. When projects are properly coordinated and performed under proper design-build and integrated project delivery approaches, the results are outstanding. Many designers that participate on properly managed design-build or integrated project delivery agree that they create better results in a less stressful environment and everyone is better off financially. The best thing for designers is they dont have to spend valuable time creating details that no one wants or arguing over change orders because there arent any. They spend their time doing things that add value for their clients. The industry needs to improve its performance, but the biggest obstacle to that improvement is the DBB delivery method. I would suggest that if the industry shifted to a collaborative delivery approach, it could reduce total project costs by close to 30 percent, reduce design andconstruction time by 50 percent and reduce building operating expenses by 50 percent. Are these tough goals? They certainly are, but they are achievable if people work together instead of trying to beat each other up. The average usage time is 30 minutes per visit, or roughly three and a half hours per week. It has about three to four million pageviews per month. Expanding into Indonesia Much like Priceza , a Thailand-based online price comparison site which just got funded by CyberAgent Ventures , Builk also has its eye on Indonesia. The company is currently working with an undisclosed partner in Indonesia under a licensee model which Builk holds stock. Patai explained: We have to rebuild our platform from scratch in order to enter the Indonesian market, as the scale is bigger there compared to that of Thailand, where we operate now. We have to consider not only language barriers but also the new regulations and for contracting construction projects in foreign countries. Therefore, we will take this step slowly but surely. In addition to Indonesia, Builk has also talked with potential partners in Australia and Malaysia, with the same eye towards expansion. From service to network Soon, Builk will be launching SiteWalk , its first construction site collaboration website and app. SiteWalk allows project managers to communicate with each other. Users can use SiteWalk as a specialized, industry-focused messaging medium instead of just using Line, Facebook group chat, or regular email. Taking a cue or two from Facebook, the app will feature a project timeline, and functionality will include sharing photos, voting up and down on a material, make comments, and get notified on the projects progress. At present, SiteWalk is purely web-based, but according to Patai, the mobile app will be launched officially at the DEMO Valley event . SiteWalk marks Builks effort to appeal to a mass audience. With the app, it looks to target more consumers like property owners and homeowners. A marketplace for the construction industry Within the next three years, Builk envisions itself transforming into a construction marketplace. Patai said: Were already seeing what people want to get, but they cant actually buy it online right away. Thats why now we want to focus on growth tracking. We will keep track of customer behavior. We need to know the trends, demands, and supplies in order to become a marketplace. We are also looking into partnering with banks, telcos and other partners in other countries. This marketplace idea, once launches, could be the main revenue generator for Builk. At the moment, most revenue comes from advertising and research. Challenges Although Builk is doing quite well, it hasnt been immune to one of the key problems that plagues the construction industry: trust. With a reputation for being corrupt, the industry has subsequently created an atmosphere of distrust among players. Builk is trying to solve this problem by creating a ratings system on the site. To avoid false ratings, Builk utilizes user data to track the persona and behavior of contractors. Builks system grades suppliers and will implement a badge feature in the future. Uninsured losses on property theft and fraud are tax deductible | Inman News

While the work is going on, you, your spouse, and five children stay with the wifes parents. The contractor tells you that the work is progressing according to schedule and you make multiple payments. Suddenly, the contractor dies. He was only 30 years old. It turns out he was a drug addict. You discover that the contractor failed to do much of the work he said had been done. Moreover, considerable damage was done to the house during construction because the contractor failed to protect it from the weather. Naturally, you sue everybody you can. The only entity that has any money you can collect from is the deceased contractors insurer. Unfortunately, it turns out that the insurance policy lapsed because the premiums werent paid. In the end, you settle with the insurer for $10,000. All this happened to James and Gaetana Urtis. They figured that at least they could deduct some of their losses from their income taxes. They claimed a $188,070 theft loss deduction the amount they paid the contractor that they determined he had pocketed instead of doing the promised work. But you guessed it the IRS denied the deduction. Article continues below Advertise with Inman However, this story has a somewhat happy ending. The Urtiss appealed their case to the U.S. Tax Court and won. The court rejected the IRSs claim that the Urtiss were not entitled to a theft loss deduction because the contractors actions did not constitute theft under state law. The contractor had committed criminal fraud when he knowingly induced the Urtiss to enter into a contract which he had no intention of carrying out. Thus, the Urtiss were entitled to a $188,070 theft loss deduction. ( Urtis v. Commr, T.C. Memo. 2013-66 .) Uninsured losses of property due to theft are tax deductible. In the case of personal property, however, a theft loss deduction is a personal itemized deduction claimed on Schedule A. Such losses are deductible only if, and to the extent, they exceed 10 percent of the taxpayers adjusted gross income. Moreover, the first $100 of such losses are not deductible. For tax purposes, theft includes far more than a mugging or burglary. It includes "any criminal appropriation of anothers property by swindling, false pretenses, and any other form of guile." Thus, you can be entitled to theft loss where you can show that a contractor deliberately lied and deceived you to get your money. However, you dont have a theft loss where a contractor does the promised work, but you dont like the quality. Poor workmanship is not fraud and thus does not result in a theft loss. At most, it is negligence and/or breach of contract.
